ROLES AND RESPONSIBILITIES

The implementation of the CARDTP Program will be coordinated at the regional and national levels.

Project Implementation Unit

The PIU has the overall responsibility specific to the CARDTP project include:

  • Procurement and Contract Management - All contracting activities including bidding, contractor/consultant selection, and execution supervision, will be managed through the PIU with technical assistance should the need arise from the participating agencies from the NTRC, Ministry of ICT and Ministerial System Administrators;

  • Financial Management - All financial management activities such as grant disbursements will be managed by the PIU; and

  • Monitoring and Evaluation - The PIU would track the project in relation to its result indicators.

Ministry of Economic Development, Planning, Tourism, Creative Economy, Culture, ICT, Agriculture and Lands, Forestry, Marine Resources and Cooperatives - specifically the Ministry of ICT (“ICT")

This Ministry will take on the role of:

  • Providing technical and administrative support to the project and the project coordinator;

  • Establishing a project steering committee through which the track project progress and provide reports to the Government of Grenada.

CARDTP Project Coordinator

The Project Coordinator has the overall responsibility to oversee the implementation of the project. The Project Coordinator, as it relates to the Matching Grants and the allocation of Grants to micro, small and medium firm businesses have specific duties to:

  • Ensure there is proper visibility and publicity of the various calls for proposals;

  • To supervise the Matching Grant at national level and allocation of Grants to small and medium businesses. A Grant’s Manager or someone efficiently trained and authorised by the Ministry to function in the role of Grants Manager;

  • Ensure that timely reports are given to the National Steering Committee on the implementation and progress for each call.
